(Original Caption) 1/31/38: Miss Elizabeth Howry, president of the Animal Defense and Anti-Vivisection Society Inc. of the District of Columbia and nationally known anti-vivsectionist, and Dr. William H. Hay, author of the famous Hay diet, examining a dog vivisecting trough with metal clamps for holding the animal quiet. The apparatus is declared by the vivisectionists to be comparable to instruments of the Inquisition. The picture was taken during the three day hearings on the Quinn bill which would prohibit the experimentation on dogs in the District of Columbia.
