(EL KL) BOBBY10 LAKEWOOD, COLORADO APRIL 10, 2007-- Nola Nash, right, rest her head on the arm of Bobby Hartwell's wheelchair at Department of Motor Vehicles in Lakewood as they wait over 2 hours to tried to get a state id. Bobby is the severely disabled guy abandoned by his family as an infant and raised in a state institution that was later shut down amid maltreatment scandal. State destroyed Bobby's records and, because of new proof-of-citizenship laws, now says he can't continue to get medicaid and other benefits unless he can prove he's an American. Hartwell after being turned away by the Department of Motor Vehicles was granted an id from a hearing officer at the Department of Revenue.
