(Original Caption) Washington, D.C.: William D. Ruckelshaus, a former Army drill sergeant, took over the FBI from a beleaguered L. Patrick Gray III, a one-time submarine commander who sank in the storm sea called Watergate. President Nixon named Ruckelshaus, now Chief of the Environmental Protection Agency, to take over the FBI reins within hours after Gray stepped down.
