California Congressman Jay Obernolte says in debate on an aviation safety bill called the ROTOR Act that crafted after the 2025 midair collision of an Army Blackhawk helicopter with a passenger over the Potomac River that the bill was well-intentioned but noted it imposes costly ADS-B in mandates when most affected aircraft already have superior TCAS II collision avoidance technology that works at all airports, unlike ADS-B out which requires air traffic control signals, and the bill doesn't implement many NTSB report recommendations. A vote on the legislation was postponed to the next day.
