David Cameron MP (Conservative leader) interview SOT- Expenses system doesn't stand up to public scrutiny / Conservative Party is coming together and saying the system wasn't good enough / Claims may have been legal under the rules but we know the public's angry about that / We're saying we are going to do something about it, we're paying money in respect of the past & trying to sort out the rules for the future / Some people have been so caught up in this they've had to retire from Parliament / In the case of Eleanor Laing, she has repaid a large amount of money, she didn't break the rules but she recognises morally and ethically this system was wrong / The whole point is that from now on, any member of parliament should think not only 'Is this within the rules' but 'Is this the right thing to do?' / The concept behind this broken system is that this is money you're entitled to & that was a bad culture / What we've tried to do with the scrutiny panel is to have a reasonableness test, what would be reasonable to repay / Not perfect but better than doing nothing / I accept that leadership is difficult / My judgement is that Conservative party should stand up and say this is not good enough / There are many senior Conservative MPs who have served many years in parliament who bring a great deal to our public life and will bring a great deal if we are fortunate enough to win the next election / This is not a purge. It is about trying to do the right thing. It doesn't make you popular with all of your party. But doing the right thing and taking the difficult path is sometimes what you have to do
