US Army Chief of Staff Gen. Dwight Eisenhower testifies on Universal Military Training before the Senate Armed Services Committee
SOT Gen. Dwight Eisenhower: "One of the problems is how to provide the manpower for your requirements. That is the specific problem that we're dealing with today. As I see the whole security problem what you gentlemen are doing is to provide the means whereby the United States can perform and carry out its own obligations to itself. This way of life to what is believed in and to what it hopes to be in the future. The Selective Service Act and Universal Military Training Acts as I see them are merely means of providing a way that the young man as he comes along can discharge his obligations in a way somewhat comparable to the rights and privileges he exercises under the country he's trying to defend. I think when we concern ourselves too much with the sacrifice required of the young man and in order to discharge his obligation we should occasionally turn our minds back to [George] Washington's men in Valley Forge. We should go back over the other wars it may have fought in the past, in order that this system, this means and this way of living can continue to exist and we can enjoy it. And therefore to find a way that has a dual purpose, first of preserving that system and secondly of preserving it under such a way and with so much confidence that we probably will get into war, I think we are merely giving a man a chance to do his duty which he should be proud to for this country. In the manpower problem, there are two parts. There is the medium part and the long range part. I should like for a second to touch upon the long range part with this terrific ____. There are countries in Western Europe and all over the world that look to this nation for evidence of serious intent to stand squarely and firmly on what we have always said to be our objective to preserve and sustain a free way of life"
