Hawaii Senator Brian Schatz says at a news conference on the afternoon of day 21 of a government shutdown that sufficient money existed to bail out Argentina with twenty billion dollars and purchase aircraft for the homeland security secretary, yet insufficient funds remained under Republican government control, House Republicans had abandoned work for more than a month while laboring only two weeks across three months, and they had failed to appear at the Capitol during the second longest shutdown in American history.
