Senator Durbin floor remarks on success of HIV AIDS program PEPFAR
Illinois Senator Dick Durbin says in floor remarks as the Senate returned to considering fiscal 2023 appropriations that despite differing with former President George Bush on many matters, he consistently credits him for leading the United States in combatting the HIV AIDS epidemic in impoverished regions, primarily through the President's Emergency Plan for AIDS Relief and the Global Fund to fight AIDS, tuberculosis, and malaria, which together significantly reduced AIDS related deaths and orphan rates, improved life expectancies, and exemplified the effectiveness of American soft power.
