Justice Department IG explains gap in oversight law at a hearing on Crossfire Hurricane

Illinois Senator Richard Durbin asks Justice Department Inspector General Michael Horowitz at a Senate Judiciary Committee hearing about FISA surveillance application abuse by the FBI during the Crossfire Hurricane investigation about a bill that would give the inspector general's office the authority to investigate Department attorneys, asking why the attorneys were not subject to investigation, separate under law, Horowitz calling the theory a legacy of history from 1988 when the Inspector General's office was created that attorneys, the FBI and DEA would be carved out but after the Aldrich Ames spy scandal, Attorney General John Ashcroft gave the IG authority over FBI and DEA codified by Congress in 2002, the only IG that could not investigate all employees at its organization.
