Interview with U.S. Senator Howard Baker

Linda Wertheimer, off camera, asks U.S. Senator Howard Baker (R-TN): "You say you have a responsibility to govern since you are the majority party; the President's party as well. Do you, as the Majority Leader, have a responsibility to agree with the President, or can you disagree with him?" Sen. Baker sees himself as the point man for the President in the Senate; carrying the President's battles within the bounds of his conscience. If there are fundamental differences between he and the President on an issue, he will let him know in advance, and have someone else take lead to advance the President's agenda. Wertheimer: "When you tell the President, when something's coming up, when you tell the President, 'Mr. President, if you try to do it your way, it's just not gonna work. I'll go out there and throw myself on the battlements for you, but it won't work.' Can you turn him around?" Baker says he can think of one of two cases where he has influenced change of policy at the Presidential level, but he will not go into detail.
