London Congestion Charge extension zone begins; ENGLAND: London: GIR:INTKen Livingstone (London Mayor) 2 WAY interview from outside City Hall SOT- less people using roads this week because of half term, by time of school run next week the system will be able to manage better/ expect small increase of traffic next week but currently traffic levels are 15 per cent down in West London- (questioned about foreign embassies refusing to pay Congestion Charge) I think its a crime, British diplomats pay road tolls across Europe and America, unjustified for their diplomats over here to treat us with this disrespect/ diplomats are outside the law/ when you have the richest nation on earth, America, refusing to pay, when they pay it in Singapore, you have to ask whether this is anything other than just a political provocation- congestion has worsened in last 6 months, been no new 'bendy bus' routes or new bus lanes for last two years, so nothing to do with buses/ Thames Water have this work to do, once done conditions will go back to normal, about a year or so away- would like to see government introduce a proper road pricing scheme that is much more flexible/ no plans for any further extension/ area around Heathrow is a problem but would rather deal with that in other ways with British Airports Authority
