These threats one can envisage and one can prepare to defend. But the threat now is not of invasion but of annihilation - and it may be of that magnitude now. It all depends on the fate of that dog. If it is possible to bring it back alive and unrecognisable form at a pre-determined point, the danger is acute. It means it is possible for a bomb of megaton hydrogen proportions to be dropped on surface of the earth. If it dropped here we face threat of total annihilation. So we should generally be apprehensive. This has been a total revolution in the balance of military power! (Q: What should we do to secure our own defence?)We were recently told in a White Paper that no passive defence was possible. That is not to say that the problem is ultimately insoluble. As in all major cases of this sort we must first see to the organisation that it is adequate to deal with the case. We must look for a parallel.(Q: What can we do to defence ourselves?)I've some experience of atomic energy in early stages. One realises that only when control, was removed from Govt. machine that advances were made to bring us to front of world in atomic energy. Is it a parallel? I don't know! Rocketry and aviation is tied up in the government machine. It seems to be that control should be removed from Government and set up semi-autonomously or autonomously and let go ahead alone.
