Senate Appropriations Committee Chairman Thad Cochran of Mississippi says he does not often speak on the floor of the Senate, leaving with confidence because of its effort to live up to expectations of the enduring Constitution and guarding the country from human error. Cochran had cited health reasons in announcing his imminent retirement after seven terms in the body.
