Senate Minority Leader Chuck Schumer of New York says in daily floor remarks on day 35 of a government shutdown that open enrollment was then upon 24 million Americans were then making agonizing decisions about what health care plans they chose, if they even chose one, were able to afford one, about how much they'd be able to pay and if they could afford health care at all, and he wanted to be very clear this open enrollment was not like open enrollment of previous years, and never had American families faced a situation where their health care costs were set to double in the blink of an eye, and the average American on an ACA plan would pay 114 percent more out of pocket, and 4 million Americans would lose health insurance entirely.
