Congresswoman Harshbarger says Pharmacy Benefit Managers legislation requires CMS to bring transparency to deliberately opaque system scaring lobbyists away

Tennessee Congresswoman and Former Pharmacist Diana Harshbarger says at a news conference on reforms aimed at pharmacy benefit managers contained in a FY26 consolidated appropriations package passed by Congress the day before that this legislation required CMS to define and enforce what reasonable and relevant was, noting they threw a lot of terms around but never gave definitions, and this brought real transparency to a system that had been deliberately opaque, declaring you were an effective legislator when lobbyists saw you coming down the hall and turned around and went the other way.
