US Virgin Islands Delegate Stacey Plaskett says Virgin Islanders like other territories serve and give the ultimate sacrifice in far greater numbers per capita than mainland Americans, disenfranchisement of territories a temporary condition from the 1787 Northwest Ordinance until the acquisition of Puerto Rico but unequal treatment of the people of the Virgin Islands was de jure law since insular cases decided by Plessy v Ferguson doctrine of separate but unequal status for overseas territories and that treatment continued by successive administrations in arguments to the Supreme Court and Congress's unwillingness to grant equal treatment made by territorial representatives.
